Ruth S. Walters has more than 20 years of experience in government service. Prior to founding the Walters Group, Ruth served as an Assistant Comptroller in the Office of the State Comptroller. In that position, Ruth managed more than 250 employees in all the payment, contract and accounting operations for the entire State.
Ruth has extensive private sector experience and served as Project Director at Lockheed Martin IMS where she managed the first of its kind seven-state contract for the delivery of food stamp and welfare benefits in all of New York and New England.
Ruth served as a top-level aide to two Assembly Speakers, eventually rising to the position of Secretary to the Speaker’s Program and Counsel staff. She also was a senior advisor to Governor Mario M. Cuomo and served as Director of the Office of Business Permits and Regulatory Assistance as well as Director of his Office of Management and Productivity.
Ruth launched The Walters Group in 2004. A procurement consulting firm, the company helps businesses and non- profits introduce and expand their services into the government marketplace. The firms also assists governments in reviewing and strengthening their own procurement practices to reduce processing times and administrative costs.
Ruth is a frequent lecturer on procurement, contracting and public policy issues and is an Adjunct Faculty member of the Rockefeller College at the State University of New York at Albany where she received the 2010 Distinguished Service Award from the Rockefeller College. Ruth is also involved in numerous civic organizations and serves on the Board of the Center for Women in Government and Civil Society and is a Fellow in the State Academy of Public Administration.
Ruth has a B.A. from Brown University and an MBA from Union College.
